Question

Is it the intent of 423.17.1 to require emergency lighting outside the building if there is no gate or doors blocking the path to the parking lot once outside the building?

Yes.

Commentary

Illumination MAY be required by the authority having jurisdiction (AHJ) all the way from the building to a public way. If the Building Official determines that occupants are able to proceed safely to a public way without external emergency lighting, the Building Official MAY allow external emergency lighting to be omitted from the project.
