Is it the intent of section R303 exemption of air exhauted directly to the outside to include venting bath fans to a perforated soffit?

Environmental air must maintain a 3 foot separation from
any air intake point to the building. This would include
areas of ventilated soffits. The intent is to prevent
excess moisture from being introduced in the attic spaces
and causing potential wood rot, mold or mildew issues.
