Question
Is it the intent of the required tests, to test all plumbing system piping with water or if other than plastic with air, or to prevent PVC or Foam Core PVC being tested with air?

All plumbing system piping shall be tested with either
water or by air. Except that Plastic piping is to be tested
by water unless tested as specified in Section 312.3.

Commentary
The intent is to prevent excessive pressure being utilized
on a plastic system in order to prevent a rupture and
possible injury to personnel. Section 312.3 allows a 5 psi
air test to be performed on DWV (plastic) systems. These
tests are quick, easy and involve no risk of freeze damage.
