Question

Is it the intent of 302.1 to mean that the "Building as a whole and not just the alterations must meet FBC-B new construction forcing one to bring the entire building to code

No: One should turn to Chapter 4 to determine
the "classification of work" to be able to answer the
question of what level of code related upgrades might be
necessary for a given project.

Commentary

This section does not mean that the entire building must be "brought up to code". It simply states that "...Additions or alterations to any building or structure shall comply with the requirements of the Florida Building Code, Building for new construction..." it goes on to say that "Portions of the structure not altered and not affected by the alteration are not required to comply with the code requirements for a new structure."
