Is it the intent of Item #8 Storage to require a bathtub/shower at 1 per 1,000?

No. T-403.1 of the 2007 Plumbing Code in row #8 under the
column heading "BATHTUBS/ SHOWERS" it states "see section
411", section 411 is "EMERGENCY SHOWERS AND EYEWASH
STATIONS".

In row #8 under the "DRINKING FOUNTAIN" column it
states "see 410.1" which is "DRINKING FOUNTAINS".
