Question
Is it the intent of 706.2 to prohibit the use to "inside the pipe" closet flanges such as the Oatey #43539 which slides inside of 4" sch. 40 DWV, which has a compress joint tighened bt (3) set screws set into a ledge inside the flange?

Closet flanges with ledges such as screw tops would be
prohibited by this section. Inside closet flanges would be
prohibited on 3" pipe because it would decrease the size to
less than 3".
