Question
Is it the intent of 1403.1.4 to permit a private provider on a project to approve the use of caulking in lieu of flashing as required by FBCB 2001, Section 1403.1.4 in a fully and easily accessible location without the approval of the building official?

No, 1403.1.4 states "Caulking shall be provided where such
flashing is determined by the BUILDING OFFICIAL to
be impractical". It is the BO's right and responsibility to
determine if standard flashing is impractical, not a
private provider.

Commentary
The only person authorized by Florida Building Code section
104.11 and by Florida Statute to allow "alternate methods"
to the code is the Building Official.
