Question
Is it the intent of FBCB 2001 Section 1403.1.4 to require the approval of the building official when substituting caulking for the flashing required by Section 1403.1.4?

Yes, per FBC 104.11 "the building official shall require
that sufficient evidence or proof be submitted to
substantiate any claim made regarding the alternative"
