Question
Is it the intent of Section 1008.1.4 to provide a level landing (max. 1/2" difference) on either side of a door leading from an exterior walkway to the inside of a small pump house (non occupiable) building?

As noted in 1008.1 only Means of Egress doors are governed
by Section 1008. This space is not an Occupiable space

service personnel will use.
