Question
Is it the intent of sections 604.3, 604.7 and 604.13 to prevent the painting of exterior insulation that is exposed to the occupied area (i.e. No ceiling or ceiling plenum installed)

The identification printed by the manufacturer on the duct
or insulation must not be painted over or concealed. The
prohibition on painting exterior insulation and "ductboard"
or insulation wrap is more directly addressed in sections
FBCM 304.1 and 304.2.

Commentary
It should be noted that Duct insulation systems are
typically not tested with paints. Painting therefore
violates product listings and per 304.2 cannot be done.
If, however, a field listing with paint is pursued, the
installation should be acceptable. Similarly if adequate
evidence is presented to the authority having jurisdiction
that the proposed embodiment will neither create a hazard
nor degrade the materials, the AHJ may choose to accept the
installation under FBC 104.11.
