Is it the intent of the definition of "Spa, non-portable" see "swimming pool" to classify a manufactured pre-plumbed in-ground spa & manufactured remote spa control & pump package as a pool, thus having to meet the water velocity requirements in R4101.6.1 and R4101.6.3.
