Question
Is it the intent of interpretation to emergency repairs. In a situation of a water heater leaking profusely, in a residential,residence, a plumber would be in capable of stopping the flow of water from the water heater by simply turning the water main off. Even if the plumber turns off the main to the residence the entire contents of the water heater continues emptying out of the unit, which can cause direct water damage to the homeowner's residence. In this type of situation according to section 105.2.1, this is considered an emergency equipment that can be repaired immediately first before obtaining a permit?

Yes, a water leak as described could be considered an
emergency and therefore allowed to be repaired under the
conditions set forth in section 105.2.1.

Commentary
The Authority Having Jurisdiction may have a different
interpretation of "emergency repairs".
