Is it the intent of FBC-M 501.4, that a barometric relief vent, be constructed of metal.

Yes.
Commentary
Based on the stated purpose and the definition of exhaust
system it appears that the barometric relief vent is used
as a passive exhaust duct which would require it to be
constructed of metal.
