Is it the intent of section 708.1 (7) to allow 1hrs fire partition between different tenants occupancy groups within shopping center regardless of their classification?

No. Section 708.1 (7) only addresses TENANT separation.
Tenant separation is 1-hr min. However, keep in mind that
Occupany separation is addressed by T508.3.3 so when the
issue is occupancy separation use T508.3.3.
