Is it the intent of the Section R4403.7.3.4 to limit the openings between horizontal or vertical pickets to 64 square inches, same as the "ornamental fillers"?

No. The 64 square inch restriction applies to ornamental
fillers only. Section R4403.7.3.4 addresses the concern
that the free form shape of ornamental fillers requires a
restriction beyond the rejection of a 4” sphere. This added
limitation is intended to further ensure the safety of
children who might otherwise find a way through the
irregular, symmetrical or asymmetrical openings in
ornamental safeguard fillers.
