Question
Is it the intent of Section 606 in general and 604.4 which directs the professional to comply with Chapter 16 of the FBC to allow a reviewer to cite 1612.1.2 of FBC-Building as a reason to require compliance with FBC-Building 2411.3.2.1 TAS202 regarding Water Infiltration" on a Level 1 alteration to change a door?

Keeping in mind that the question makes mention of the HVHZ.
If doors within a frame are replaced and the frame is not
replaced, the classification of work is a repair. Such
repair need only comply with the code in effect when the
building was constructed. The answer is, no.
If the entire door assembly is being replaced, frame
included, the classification is Alteration Level 1.
Notwithstanding section 602.3 of the FBCE, compliance with
the Florida Building Code, Building Chapter 16 is
exclusively required for door and window replacement as
noted in section 606.4. The answer is, no, regarding
specific guidance to other sections of the Florida Building
Code, but: In complying with Chapter 16, the doors must be
impact resistant or protected with an external protection
device that meets the impact test criteria, unless meeting
one of the two exceptions contained in section 606.4.
However, as a component of the building envelope, the
replacement doors must possess a current and valid product
approval. The product approval addresses the issues of both
impact and water infiltration.

Commentary
Consequently, even without a direction to Chapters of the
Florida Building Code other than Chapter 16, provisions
for water infiltration compliance will be addressed through
the product approval.
