Question
Is it the intent of 602.2 where it states that all sructural elements are non combustible and protected by various fire-resistant ratings as per table 600 that all openings would have to be fire protected even if the code was not requiring a fire separation between the floors.

No. The application of table 601 (There is no table 600) is
to the protection of the actual buiding elements covered in
the table. Openings between floors would be covered under
chapter 7 and chapter 10.
