Is it the intent of the pool barrier code to require that gates for motor operated vehicles comply with the requirements to be self closing and self locking?

Yes, if they are part of the pool barrier. Otherwise
provision must be made for a alternate type of pool barrier
around the pool.

Commentary

Another consideration is that R4101.17.1.8 states "... (barrier) Gates that provide access to the swimming pool must open outward away from the pool."
