Is it the intent of 907.9 and specifically 907.9.1.1 to require notification devices in a Group M occupancy that does not meet the threshold requirement for a fire alarm system in 907.2.7?

No. 907.2 only requires notification devices when a fire
alarm system is required under the 907.2 subsections. If no
fire alarm system is required, no notification devices are
required.
