Is it the intent of section 105.1.1 to allow school boards to issue an annual maintenance permit for a facility to cover renovation and remodel work done by non school board employees (i.e. outside contractors)

Yes, school boards are allowed to use annual maintenance
permits for SMALL scopes of work that fall under the
limitations of an annual maintenance permit. The
descriptions indicated in the above comment are too general
