Question

Is it the intent of the Florida Building Code -Existing Building, Sections 602.1 and 602.2 that a building permit be applied for (pursuant to FBC Section 105.1) if, in a commercial building, the building owner or authorized agent wishes to install or replace wall covering or carpet?

Yes, it all comes down to flame spread, for the interior
finish or coverings in a commercial building, paint is
usually not an issue but new interior finish and carpet are.
