Question
Is it the intent of FMC 303.4 to apply to residential installations by virtue of the Residential code section M1301.1

NO. M1401.4 specifically addresses outdoor equipment,
foundations and supports but does not require protection
from vehicular damage. As such, outdoor equipment has been
addressed by the FBCR and therefore one could not go to the
FBC-M to enforce the protection from damage section as
1401.4 has already adressed this installation.

Commentary
Residential code section M1301.1 is there to address
installations not mentioned in or specifically covered by
the Residential Code.
