Is it the intent of M1602.2.5 to not allow a return in the kitchen if the house is large (multi-zone) and a dedicated system exists for the kitchen area?

Answer to the question is yes. The code does not allow a
return in the kitchen unless it's a dedicated system
serving only the kitchen. The intent of this section is to
limit the movement of smoke, odors and effluants from being
circulated throughout the home via the central duct
system. In this case, the air circulated will remain
within the kitchen.
