Is it the intent of 1025.6.2.3 exception (1) to override the provision of 903.2.1.4 exception where the floor playing surface is a story below the main entrance and exit discharges.

No. The case stated above does not meet all of the
requirements provided in the exception to 903.2.1.4. The
arena floor is required to be on the same level as
the level of exit discharge. In this case the arena floor
is below the level of exit discharge.
