Question

Is it the intent of the Florida Building Code to allow stress increase for masonry walls as long as a 25% reduction is not applied for transient loads? This seems to be contradictory to ASCE 7-05 Section 2.4.1 which prohibits stress increase unless it is caused by structural behavior due to rate or duration of loading.

Yes. This is a Florida Specific Amendment incorporating the
1/3 allowable stress increase provisions of TMS 402/ACI
530/ASCE 5 Section 2.1.2.3 2005 and 2008 Editions.
