Question
It appears that the 2007 Florida Building Code is not consistent with the requirements of ASCE 7-05. The exception in 1605.3.1.1 allows the increase in allowable stresses in Masonry for load combinations that do not have a 25% reduction for transient loads applied. This is in contradiction to ASCE 7-05 Section 2.4.1 where allowable stress increase is explicitly prohibited unless it is attributed to rate or duration of load.

This is a Florida Specific Amendment incorporating the
long standing 1/3 allowable stress increase provisions of
TMS 402/ACI 530/ASCE 5 Section 2.1.2.3 (Section number is
relative to 2005 and 2008 Editions.
