Question
Is it the intent of the Existing Building Code, Change of Occupancy - Electrical, to require an upgrading of wiring in a structure, as required by section 908, if the change of occupancy is within the same occupancy group as the previous occupant?

YES. Per the definition in Section 202 of the FBC-E, "A
change in the purpose or level of activity within a
building that involves a change in application of the
requirements of this code." And Section 901.1 which
states, "The provisions of this chapter shall apply
where a change of occupancy occurs, as defined in Section
202, including: 1. Where the occupancy classification is
not changed, or 2. Where there is a change in occupancy
classification or the occupancy group designation
changes." Based on this language, Section 908 would apply
to to an A-2 to A-3 Change of Occupancy.

Commentary
This is a change of use, not necessarily "occupancy".
