Question
Is it the intent of Section 1510.1 to require that secondary roof drains be installed if not existing for a roof replacement in which the existing roof has a parapet?

Probably-yes. It depends on when the building was originally
permitted. The requirement for secondary drains dates back
to Standard Plumbing Code 1991.

Commentary
Some things that the local jurisdiction can enforce:
Considering that the structure could be subject to
structural collapse in the event the primary drainage
element(s) become obstructed; Section 102.6 provides the
necessary authority to require secondary drain provisions or
to require calculations indicating that a rain load in
excess of that considered in the design could not accumulate
in the event the primary drainage elements become obstructed.

102.6 Existing structures: The legal occupancy of any
structure existing on the date of adoption of this code
shall be permitted to continue without change, except as is
specifically covered in this code, or the Florida Fire
Prevention Code, or as is deemed necessary by the building
official for the general safety and welfare of the occupants
and the public.
