Is it the intent of FBC Mechanical 514.2 to prohibit all hazardous exhaust (covered in Section 510)from being a source for energy recovery systems?

Commentary
The code allows the local Building Official to consider
"Alternative materials, design and methods of construction
and equipment" in accordance with FBC 104.11.
