Question
Is it the intent of 2007 FBCR Section N1106.ABC.1.2.4 to prevent the use of non-IC rated lighting fixtures when they are installed in a non-vented attic space that has the insulation sprayed directly upon the underside of the roof sheathing?

The purpose of Section N1106.AB.1.2.4 is air infiltration
control around recessed light fixtures with the caveat that
they shall not be flammable so that insulation can be placed
around the fixture. Option 2 allows a non-IC rated box made
of gypsum board or other air-tight assembly manufactured for
the purpose.
Section N1106.AB.1.2.4 applies to "recessed lighting fixtures
installed in ceilings that abut an attic space". See the
definition of ATTIC.

Commentary
The IECC, Florida's base code for the next code cycle
(effective 12/31/11) has moved away from the options and
requires recessed luminaires installed in the building
thermal envelope to be IC rated.
