Is it the intent of of section 2413.1 to allow
for modification of a window such as removing
the bottom mullion for a kichen pass through if
it is shuttered with approved shutter ?

Commentary
Wind pressure resistance, forced entry and air infiltration
are also to be considered. Product components detailed on a
product approval cannot be removed unless indicated in the
approval’s limits of use, otherwise the product approval is
not valid.
Removal of a window’s sill for application as a pass through
window requires testing of the unit without the sill.
Note that exception #3 in the 2007 FBC section 2411.3.2 is
only for the water infiltration test. If impact resistance
is provided by use of shutters, then the balance of TAS202
testing requirements apply.
