Question

Is it the intent of 2406 to prevent the use of wire glazing properly labeled and rated by manufacturer as safety glazing to be used in "hazardous location"?

If the wire glass meets the requirements of CPSC 16 CFR 1201
then it can be used.

Commentary

CPSC 16 CFR 1201 has an exception for wired glass in doors. Many wired glass products do not meet the standard.
