Is it the intent of the code that the structure actually have running water in the house if the house is being utilized for human occupancy or habitation. How is "shall be provided" interpreted?

Yes, the intent of "shall be provided" is that potable water
supply is available for use at all times to the fixtures at
the pressure and amount required by code to every building
intended to be occupied.
