Is the intent of Section 607.1 to require a master mixing valve, conforming to ASSE 1070, on the whole house/building hot water system, in addition to requiring tempering devices on individual fixtures as stated in Section 424?

No, 607.1 requires hot water, defined as greater than or
equal to 110 degrees for all plumbing fixtures utilized for
bathing, washing, cleansing, laundry, building maintenance
or culinary purposes.

Commentary
Tempered water is permitted in nonresidential occupancies in
the exception and the paragraph following the exception
refers to nonresidential occupancies.
