Is the intent of Section 424 to require that the valves for hand-held showers conform to ASSE 1016, in addition to the requirement that hand-held showers conform to ASME A112.18.1 as stated in Section 424.2?

YES. The hand held shower must comply with ASME A112.18.1
which references ASSE 1014. The valve supplying the
hand held shower would need to comply with ASSE 1016.
