Question
Is it the intent of Art. 312.2(A) to require a minimum air space behind electrical equipment mounted outside (damp or wet location)?

312.2 speaks of surface mounted equipment. If you enclose
the equipment with stucco, brick, or other material, that
prevents the 1/4" minimum required clearance, then it is
no longer surface mounted and a violation of its listing and
labeling.

Commentary
Most listed weatherproof metal cabinets are manufactured
with a dimple on the back to raise the box off the surface.
