Question
Is it the intent of M1301.1 to apply the requirements of the Florida Building Code- Mechanical to installations that the Residential code is silent on.

YES, FBCR Part IV, Mechanical, does not address roof mounted
units. FBCR Section M1301.1 Scope. states the following:
"Installations of mechanical appliances, equipment and
systems NOT addressed by this code shall comply with the
applicable provisions of the Florida Building Code,
Mechanical." Therefore, the provisions of FBCR §M1301.1 may
be considered applicable and may be used to invoke the
provisions of the FBC, Mechanical volume.

Commentary
FBC, Section 101.3 ... "the purpose of the code is to
establish the minimum requirements to safeguard the
public health and safety to life", this includes service
personnel and inspectors.
