Question
Is it the intent of 680. 22(B) to require GFCI protection for 120 volt or 240 volt, 15 or 20 amp, pool pumps that are pre-installed / pre-wired in a commercial filtration package?

Yes. There is no exception listed.
Commentary
UL-1081 will require all pool pump motors manufactured after
5/28/2011 to be GFCI protected, including the equipment in
question.
