Question
Is the intent of 602.1.2.1 that 2x lumber must be used as a fire stop in concrete block walls with insulation board and batten strips ?

The answer is no. That code section does not exist in FBCB.
However it does exist in the FBCR and it addresses
fireblocking . The section referenced addresses wood frame
construction. The masonry section does not require fireblocking.
