Question
Is it the intent of SECTION R704 INSPECTION FOR TERMITES to not allow a 4-inch (102 mm) inspection space above patio and garage slabs and entry areas?

Section 704.1 requires a 6" clearance between the exterior
finish and grade. Exception 3 may apply in an instance
where the garage is enclosed. This requires a 4" clearance
between the concrete drive (or now a patio) and the new
exterior siding.

Commentary
Exception 3 is not specific to garage only, it also refers
to patios and entry areas - so it could be to a habitable or
usable space that is adjacent to concrete.
