designated engineer for designing the connection
and does loads except impact loads refer you to

Diverging from the product approval, be it an NOA, Florida
Approval, or local approval negates the approval. The
engineer could submit the changes as an alternate method to
the local official for approval, however, the installation
would not be in accordance with the NOA.
