Question
Is it the intent of the mechanical or building code to allow the air diffusers to be sealed and taped to the accoustical ceiling grid?

Yes, if the ceiling grid constitutes part of the
"Building envelope- semiexterior" (see Chapter 13 definitions).
If the ceiling grid is not considered part of the "building
envelope-semiexterior", then the requirements of 603.6.2
would not allow it.

Commentary
Per 603.6.1 all materials used must be "approved" closure
systems.
