Question

Is it the intent of Florida Building Code - Building Section 424.1.3.1 to require a minimum 4'0" wide wet deck around the entire perimeter of a pool, even if the Health Department approved the pool with no deck around 40% of the pool perimeter?

Yes for public pools, assuning the deifinition of a "pool"
is met.

Commentary

424.1.3.1.3 states "Pool wet decks shall have a minimum unobstructed width of 4 feet around the perimiter of the pool, pool curb, ladders, handrails, diving boards, diving towers and slides." No for private pools.
