Is it the intent of Florida Building Code - Fuel Gas Section 403.9 and the referenced standard, ASME B1.20.1 to allow the use of pipe nipples with "running threads" for gas piping installations?

No. Florida Building Code - Fuel Gas Section 403.9 states
that "Metallic pipe and fitting threads shall be TAPER pipe
threads and shall comply with ASME B1.20.1". Continuously
threaded pipe nipples, or "running" thread nipples do not
produce a tapered thread, are not compatible with pipe
fittings and as such, do not provide a gas tight seal.
