Question
Is it the intent of Section 406.11 of the 2008 NEC to require receptacles installed on a new arc fault circuit to be tamper resistant when converting a lanai into a bedroom in a single family dwelling?

Yes. Per Florida Building Code - Existing Building Section
404.1, the installation of a new electrical circuit would be
classified as a Level 2 Alteration. FBC - Existing Building
Section 708.1 requires all newly installed electrical
equipment and wiring relating to work done in any work area
to comply with the materials and methods requirements of FBC
- Building Ch. 27. Article 406.11 of the 2008 NEC requires
that in all areas specified in 210.52, all 125-volt, 15 and
20 ampere receptacles shall be listed tamper-resistant
receptacles.

Commentary
Per 210.52(A) General Provisions. In every kitchen, family
room, dining room, living room, parlor, library, den,
sunroom, bedroom, recreation room, or similar room or area
of dwelling units, receptacle outlets shall be installed in
accordance with the general provisions specified in 210.52
(A)(1) through (A)(3).
