Is it the intent of Florida Building Code - Mechanical Section 602.2.1 to allow PVC piping enclosed in an ASTM E 84 approved insulation material to be installed in or pass through a plenum?

No, unless the material used to cover the plastic pipe is
listed and labeled for the intended use. Exception #5 of
Florida Building Code - Mechanical Section 602.2.1 requires
the material to be listed and labeled for the purpose of
protecting a combustible material within the plenum space.
