Is it the intent of Florida Building Code - Building Section Section 102.2 to include residential and non-residential boat docks, boat lifts and other marine devices or structures as falling under the provisions of the Florida Building Code?

Yes. Residential and non-residential boat docks, boat lifts
and other marine devices or structures do fall under the
purview of the Florida Building Code - Building per Section
102.2. As such, permits and inspections are required for the
construction of such items.

Commentary
Note that marine construction is also regulated by
other agencies and their requirements must also be
considered, such as those promulgated and enforced by the
Department of Environmental Regulation, the Army Corp of
Engineers and water management districts.
