Question
Is it the intent of Florida Building Code - Plumbing Section 915 to allow the vents for the upper and lower stacks in an offset to be connected to the vent stack on the same floor level of the offset? The Code does not indicate that either stack is required to penetrate to the next floor level as is required in section 914.2 for relief vents of stacks more than 10 branch intervals.

Yes. Unlike Florida Building Code - Plumbing Section 914 for
Relief Vents, Section 915 contains no specific requirement
that the vent connection for offset vents be located on the
next floor level. Vent blockages should not be a concern,
provided the vent connections are made using upright wyes,
and horizontal dry vent sections are avoided per Florida
Building Code - Plumbing Section 905.4.
