Is it the intent of Florida Building Code - Plumbing Section 608 to require the annual testing of backflow prevention devices?

No. The annual testing of backflow prevention assemblies is
not within the purview of Florida Building Code - Plumbing
Section 608. Testing requirements for backflow prevention
assemblies can be found in Florida Building Code - Plumbing
Section 312.9.2, which requires testing of the assembly at the
time of installation and immediately after repairs or
relocation.

Commentary
Florida Administrative Code Chapter 62 adopts AWWA Manual
M-14 which requires the annual testing of backflow
prevention assemblies. Additionally, many jurisdictions have
adopted local ordinances that require annual testing of
backflow prevention assemblies and annual testing may also be
required by the water purveyor as part of their cross
connection control program.
