Is the intent of Florida building Code - Building Section 1033.1 to require the horizontal exits permitted by this section to comply with the requirements of separation as stated in FBC Section 1022.2 ?

Yes. Florida Building Code - Building Section 1033.1 allows
horizontal exits to serve as an exit in a means of egress
system and also limits the permitted travel distance. FBC
Section 1022.2 defines the fire separation rating required
for the horizontal exit.
